Animal testing for cosmetics has been banned in Canada since 2023. What Ontario just did goes after the use of dogs and cats in medical and scientific experiments, a practice that has continued in Canadian laboratories for decades with very little public scrutiny.
A Major Shift for Dogs and Cats in Ontario
Under the new law, invasive medical research on cats, dogs, and other prescribed animals is now prohibited, subject to certain exceptions. Operators of supply facilities can no longer breed cats or dogs for research purposes in Ontario, cutting off the pipeline that has supplied animals to laboratories for generations.
The law also formalizes the responsibilities of animal care committees inside registered research facilities and introduces new offenses and penalties for violations.
"If passed intact, this will be one of the most meaningful scientific and ethical shifts in Canada's modern history," said Dr. Charu Chandrasekera, founder and executive director of the Canadian Centre for Alternatives to Animal Methods.
What the Ban Doesn't Cover
As exciting as this news is, it's important to understand its limits. The ban applies only to dogs and cats. Mice, rats, fish, primates, and other animals routinely used in Canadian research are not covered.
The law also includes "specific exceptions" that will be defined in regulations still to come. Advocacy groups including Animal Justice, Animal Alliance of Canada, and Humane Canada are actively pushing for those regulations to be written tightly, so the new law doesn't leave loopholes for business as usual.
And this is a provincial law. No other Canadian province has equivalent protection in place yet.
A Step Toward Animal-Free Science
Ontario now joins a growing global movement away from the use of animals in research and product testing. More than 44 countries and 11 U.S. states have already banned animal testing for cosmetics. With this law, Ontario becomes a leader in the much harder fight to end the use of dogs and cats in medical research, an industry that has resisted change for decades despite the rise of alternatives like advanced cell-based models, organ-on-chip technology, and computer simulations.
Progress like this doesn't happen on its own. It happens because advocates, voters, and consumers keep pushing for it.

This is wonderful news now come on UK and lets have bans on all animal testing. It’s common knowledge that animal testing is no good to humans we are built differently.
